What are the Features of EM-PACT?

EM-PACT Logo
EM-PACT uses eight principal components to represent the Security and Safety and Health business elements of an access control system. They are Candidate, Request, Badge, FFD Screening, Random Pool, Follow-Up Pool, ASR, Critical Group and Reporting.


Candidate


The candidate refers to general personnel information that is not related to a particular UAA, UA, or FFD record.

 

CandidateCandidate Page - EM-PACT

In order to facilitate personnel data access for users from multiple business units (Corporate Security, Safety and Health, and Human Resources), EM-PACT captures all general personnel information that is not related to a specific UAA, UA, or FFD record through the candidate page. Candidate also serves as a container for all information that can be used across multiple UAA, UA, and FFD records. In EM-PACT, the candidate concept is implemented through the candidate page. The candidate page maintains the following features: name, address, company, employee type, positive identification, owner controlled Area (OCA) designation, insider mitigation program (IMP) designation, unfavorable designation, follow-up pool indicators, background information, fingerprint information, military information, FFD administrator designation, PADS consent, and random pool exclusion.

 

 

Owner Controlled Area
The Owner Controlled Area concept in EM-PACT refers to candidates whose OCA checkbox has been checked.  This process allows nuclear facilities to incorporate, track, and manage all on-site, non-badged personnel within EM-PACT.  This OCA process allows access security, site security, and management groups to effectively manage and communicate in one location.  Additionally, OCA personnel are automatically included in the Random Pool process.

Requests


Requests refer to a site-specific application for UAA.

 

Candidate Page - EM-PACT

Unescorted Access Authorization
The request concept in EM-PACT refers to all data that is collected in order to grant an individual UA to a nuclear facility. EM-PACT accepts all PADS-recognized background investigation type and basis for action values. In EM-PACT, the request concept is implemented through the request page. In addition to data capture, the request page also validates the request approval process. In particular, the required candidate, positive identification, MMPI, FFD, fingerprint, background investigation, PADS consent, and suitable inquiry data elements must be provided in order to approve a request (grant UAA). The request page maintains the following features: request status, coordinator, site, type, arrival date, basis for action, candidate information, MMPI information, FFD information, follow-up pool designation, background information, fingerprint information, military information, PADS consent, suitable inquiry, and credit history. EM-PACT also imports previous access records from PADS through a regularly occurring batch process.

Safeguards Access Authorization
The Safeguard request concept in EM-PACT refers to all data collected in order to grant an individual access to unclassified information that deemed Safeguard Information.  In EM-PACT, the Safeguard request concept is implemented through the request page. In addition to data capture, the request page also validates the request approval process. In particular, the required candidate, positive identification, and fingerprint data elements must be provided in order to approve a Safeguard request. The request page maintains the following features: request status, coordinator, site, type, basis for action, candidate information, and fingerprint information.

Reinvestigation
The Reinvestigation request concept in EM-PACT refers to all data that is collected in order to perform necessary reinvestigation activities for an individual.  In EM-PACT, the Reinvestigation request concept is implemented through the request page.  In addition to data capture, the request page also validates the request approval process.  In particular, the required candidate, positive identification, MMPI, FFD, fingerprint, background investigation, PADS consent, and suitable inquiry data elements must be provided in order to approve a Reinvestigation request.

 


Badge


Badge refers to an approved UAA request which has transitioned into UA.

 

Unescorted AccessBadge Page - EM-PACT
The badge concept in EM-PACT refers to the physical device which is issued after UAA is granted and an individual arrives onsite. Badge issue signifies UA. In EM-PACT, the badge concept is implemented through the badge page. The badge page provides the following features: badged date, administrative hold information, and termination information. In addition to data capture, EM-PACT also exports new and terminated badge information to PADS through a nightly batch process.

FFD Screening


FFD screening refers to drug and alcohol tests that are performed to grant and maintain UA.

The FFD concept in EM-PACT refers to the 5-panel drug and alcohol tests which are required to grant and maintain nuclear facility access. EM-PACT categorizes FFD screenings as non-random, random, or follow-up. EM-PACT also accepts all PADS-recognized collection types. In EM-PACT, the FFD screening concept is implemented through the screening page. The screening page provides the following features: selection information, collection information, refusal designation, onsite results, and confirmed results.

FFD Administrator Tracking
The FFD Administrator Tracking concept implementation in EM-PACT manages FFD processing through a series of FFD pages.  These pages allow the FFD administrator to process random, follow-up, and pre-access FFD screens.  The random pool process pages also management the alternate candidates.  The management pages capture and manage the status of each random or follow-up selections, including site, collection date, selection status, and comments for primary and secondary selections.  The FFD pages capture the candidate, date, specimen ID, and the on-site and off-site results. 

Random Pool

Random pool refers to the weekly selection of certain candidates for FFD screening.

The random pool concept in EM-PACT refers to the weekly selection of a percentage of requested, UAA, UA, OCA, and Nuclear employee candidates for FFD screening.
EM-PACT provides random pool selection and collection features. EM-PACT accepts input files from the HR System and the plant security computers to facilitate random pool generation.

Reinstate Less than 30 Random Selections
The EM-PACT request page supports multiple request types, one of which is the “reinstate less than 30.”  This applicant request type supports the NRC regulation XYZ which states that applicant with unescorted access (UA) in the past 30 days from another nuclear facility, are subject to a 1:30  pre-access drug screening. 


Follow-Up Pool


Follow-up pool refers to a series of FFD screenings that are performed in addition to required FFD screenings.

The follow-up pool concept in EM-PACT refers to a series of FFD screenings that are performed in addition to random and non-random FFD screenings. EM-PACT provides follow-up pool indicator and management features. EM-PACT also exports follow-up pool indicator information to PADS through a nightly batch process.

 

 

 


ASR


Annual Supervisor Review (ASR) fulfills the regulatory requirement from the NRC.

The Annual Supervisor Review (ASR) concept in EM-PACT fulfills the regulatory requirement from the NRC via the Candidate page.  This pages contains the necessary supervisor, due dates, ASR reviewers and approvers to sign-offs and manages the candidates ASR.

 

 

 

 

 

 

 


Critical Group

 

 

Critical GroupCritical Group Management
The Critical Group request concept in EM-PACT refers to all data collected in order to grant an individual UA access within the critical site group.  In EM-PACT, the Critical Group management is implemented through dedicated Critical Group pages, separate from standard requests.  In addition to data capture, the critical group request page also validates the request approval process with standard candidate information, tamper training, MMPI, clinical review, and fingerprint data elements.

 

 

 

 

 

 

 

 

 

 

 

 

 


Reporting

 

 

ReportingReports Page - EM-PACT
EM-PACT supports an open reporting model through Microsoft Reporting Services.  EM-PACT contains 44 standard reports and administration staff can create, maintain, and deploy reports as needed.  These standard reports cover all normal operational processes from 31 Day BOP, Active Badge Listings, and Random Pool to Unfavorable Personnel. 

 

 

 

 

 


Other Features


Bulk Data Entry
EM-PACT supports bulk data entry for Annual Supervisor Review (ASR) and Fingerprint information.  This process facilitates administration assistants with repetitive data entry tasks to minimize labor costs, during outage pre-processing and annual ASR.

 

User Customization and Configuration
EM-PACT supports site customizations and user configurations.  Site administrators can setup and maintain specific site settings through the maintenance pages.  Users configure the main EM-PACT page, called the Today page, to display specific organizational sites and collaboration data grids.
